The Growth Management Strategy embodies the shared vision of many of the Pajaro Valley residents. The policies and principles outlined in this document are based upon future population and demographic projections, infrastructure constraints and opportunities, sensitive environemntal and agricultural areas, and political acceptability. The Strategy strives to preserve and enhance the Valley's economy and environment, while improving the quality of life for its people. The goal is to enhance the life of Pajaro Valley residents through tangible implementable strategies and action plans that can serve as a guide for the community of the future.
The policies, recommendations and strategic directions identified in the Growth Management Strategy document will require a variety of implementation techniques.

In the November 2002 Election, City of Watsonville residents passed Measure U, also known as the Orderly Growth and Agricultural Protection Initiative. This ballot initiative establishes an Urban Growth Area for the City of Watsonville intending to: Preserve Pajaro Valley farmland.Create an "Urban Limit Line" that the City of Watsonville can grow into over the next 20-25 years.Protect our local environment Supply new jobs in the City of Watsonville Provide the opportunity for new housing units. Growth Management Strategy (GMS) Committee was formed following the successful passage of Measure U.Mission Statement: To support local governing bodies in developing policies that embody the shared vision of Pajaro Valley residents as reflected in the Growth Management Strategy Stakeholder Agreement.
