Growth Management Strategy Build

Introduction and Overview

In May 1998, members of the Pajaro Valley community came together to begin a visioning process about the future of the valley. This broad-based group of residents, business, agricultural, environmental, and government agency representatives created the non-profit group, Action Pajaro Valley, in 1999. The group developed a constructive collaborative process for planning and creating a positive future for all residents of the Pajaro Valley. This Growth Management Strategy is the result of the process.

The Growth Management Strategy incorporates a unified set of land use policies for the Pajaro Valley as a consolidated ecological region. These areas include the City of Watsonville, Green Valley Area, and the town of Pajaro. These policies balance the Valley's economic interests, environmental resources, and socioeconomic needs for the next 20-30 years.

The Growth Management Strategy embodies the shared vision of many of the Pajaro Valley residents. The policies and principles outlined in this document are based upon future population and demographic projections, infrastructure constraints and opportunities, sensitive environemntal and agricultural areas, and political acceptability. The Strategy strives to preserve and enhance the Valley's economy and environment, while improving the quality of life for its people. The goal is to enhance the life of Pajaro Valley residents through tangible implementable strategies and action plans that can serve as a guide for the community of the future.

The policies, recommendations and strategic directions identified in the Growth Management Strategy document will require a variety of implementation techniques.

Growth Management Strategy Document

The Growth Management Strategy Document has the following sections: an introduction and overview, an analysis of future population growth, growth policies, design principles and prototypes, and a list of implementation actions. Growth Management Strategy Endorsement Group

The Growth Management Strategy Document has been endorsed formally by the following:

- League of United Latin American Citizens
- Community Alliance with Family Farmers
- Watsonville City Council (Measure U)
- Santa Cruz County Board of Supervisors
These groups formally endorsed the Growth Management Strategy Document by signing the Pajaro Valley Growth Management
Stakeholder Agreement

Measure U

In the November 2002 Election, City of Watsonville residents passed Measure U, also known as the Orderly Growth and Agricultural Protection Initiative. This ballot initiative establishes an Urban Growth Area for the City of Watsonville intending to: Preserve Pajaro Valley farmland.Create an "Urban Limit Line" that the City of Watsonville can grow into over the next 20-25 years.Protect our local environment Supply new jobs in the City of Watsonville Provide the opportunity for new housing units. Growth Management Strategy Committee

Growth Management Strategy (GMS) Committee was formed following the successful passage of Measure U.

Mission Statement: To support local governing bodies in developing policies that embody the shared vision of Pajaro Valley residents as reflected in the Growth Management Strategy Stakeholder Agreement.
